Description & Responsibilities:
• Responsible and accountable for developing and implementing occupational safety and security standards/programs for refineries, terminals, pipeline operations, biofuel plants, and other facilities/operations as appropriate.
• Provide guidance to each Operating Company (Refining, Logistics, Mapco, Renewables etc.) regarding compliance with applicable occupational safety/security laws, rules, regulations and governmental orders.
• Assist with development of Corporate Safety policies.
• Work closely with Corporate Process Safety Manager to integrate occupational and process safety efforts.
• Work closely with refinery and logistics safety managers to identify and implement safety improvement programs
• Track, interpret and evaluate proposed and final safety/security related legislation/rules and determine impacts and compliance strategies
• Participate in industry trade association and/or professional organizations work groups on worker safety and security
• Assist with acquisition due diligence and integration efforts
• Develop audit programs and lead or participate in periodic reviews or audits of operating company compliance with safety/security and applicable regulatory requirements.
• Review significant submittals required by regulation or law, governmental entities or legal orders.
• Review and assist with developing operating and capital budgets for safety/security expenditures for the Operating Companies.
• Inform and advise management regarding compliance status and issues, potential risks and liabilities, future impacts from new laws and rules, recommended actions and risk management strategy.
• Provide additional assistance to the VP – Environmental and Regulatory Affairs as requested
Requirements- Skills/ Knowledge/ Abilities:
• B.S. required/ M.S. in safety, engineering or industrial hygiene with specialized occupational safety training/certification desired (CSP, CIH, COSS, etc)
• Minimum 15 years of experience / 5 years in refining or petrochemical required
• 5 years of experience in a position requiring overall safety and security responsibility for a facility or business unit required
• Experience developing and conducting safety audit programs required
• Refinery safety manager or corporate safety staff experience desirable
• Experience in petroleum logistics (pipelines, terminals etc) and/or biofuel facilities desirable
• Intimately familiar with OSHA regulations/ experience dealing with state and federal OSHA
• Knowledge of security programs and CFATS required
